Paid Parental Leave, Vacation Credit Changes Under "Families First" Bill

Starting July 1, 2025, eligible Iowa State University employees will be able to utilize a new paid time off for arrival of child events, pursuant to Iowa House File 889 which was recently signed into law. Eligible employees will be able to utilize the following Paid Parental Leave (PPL) as follows:

· Four weeks (160 hours maximum) for the parent who gave birth

· One week (40 hours maximum) for the non-birthing parent

· Four weeks (160 hours maximum) for the adoptive parent after the placement of a child for adoption

PPL must be used within 12 months from the date of birth or placement of the child for adoption concurrent with the Family and Medical Leave Act (FMLA) leave. For the parent who gave birth to the child, PPL may be used following the use of available sick time off for their medical recovery after giving birth.

Vacation Credit Changes

Additionally, Iowa HF 889 expands state employee eligibility for vacation credit. During the first four years of employment, all employees (excluding faculty members with nine-month appointments and AFSCME-covered public safety officers) who have accumulated 10 days of sick leave, and who do not use sick leave during a full month of employment, may elect to have up to one-half day of additional vacation added to the employee’s accrued vacation account.
